2-Day Workshop
Facilitated by: Professor Scott Prasser

Aims

This two-day workshop assents policy practitioners to improve their policy problem solving skills by undertaking a specific real case policy problem solving exercise.  A rigorous and structured process with clear step by step checklists is used to analyse the case study and develop essential skills.

This two-day workshop provides key practitioners with the opportunity to examine a real policy issue using a critical pathway model through the elements of the policy process.

The approach includes identifying the different processes and steps in policy development, applying frameworks for analysis and developing checklists in relation to a real policy situation.  It includes consideration of different policy arenas, institutional settings and the actions required to achieve effective policy outcomes.

Key issues for this discussion include:

  • Defining the policy problem
  • Identifying the policy in the political agenda
  • Identifying key policy players
  • Analytical policy frameworks
  • ‘Good’ policy criteria
  • Policy formulation and advocacy
  • Policy implementation
  • Policy evaluation
This workshop equips participants to:
  • Use specific conceptual frameworks for analysing policy;
  • Identify the policy issues and key underlying arguments;
  • Identify institutional, social and environmental parameters on the issue;
  • Apply criteria for predicting emerging issues;
  • Create responses that reflect ‘good’ policy processes;
  • Apply appropriate mechanisms for policy advocacy;
  • Develop and critically assess argument in the policy process;
  • Formulate appropriate implementation models, recognizing budget and time constraints; and
  • Develop mechanisms for policy evaluation, monitoring and review.
